It was included in the patch notes, and the board patroling devs Koraa and Ghostcrawler seemingly refuse to comment on it, so I'm assuming it's intended.

Comment by I will probably only use this on myself in PvP. Save the cooldown for me! So the macro I use is just a really simple one. So, if it was bugged at all, it's fixed now. Edit: Tested this macro again, as long as no friendly thats in your party or raid is targeted, it will selfcast. Otherwise, you can cast it on a friendly target by selecting them.
